A small but effective gang known for their charismatic leader and mecha body suits commits high-profile crimes that overwhelm the city's police force. To combat them, a special police unit is formed, but it struggles to make progress, causing public support to wane. Chief Hattori devises an unusual strategy: recruit a celebrity so compelling that public opinion will shift regardless of the gang's actions.
