In 2019, thirty-one years after World War III began, a child possessing extraordinary mental abilities escapes from confinement and becomes entangled with a motorcycle gang linked to the project. As a result, one of the gang members, Tetsuo, begins to develop psychic powers. He is captured by the military for experimentation, which alters his mind. Now driven by a desire for vengeance, Tetsuo embraces a path of conflict against the society that once regarded him as powerless.
