A wealthy individual known as Shinatora constructs unsightly buildings that encroach on parts of Tokyo. A bomber known as Benten is attacking these structures, seeking to dismantle Shinatora's developments. An expert in bomb disposal, Lisa Hoshino, and her robotic assistant, Dandy, are touring Japan with the support of local authorities and the FBI. Ryotsu is assigned to work with Lisa to safeguard the Kameari area. Benten sends a new warning, revealing his next target as Shinatora World, a large amusement park. Lisa and Ryotsu arrive to find a massive Soviet-style rocket equipped with a powerful bomb. They must act quickly to prevent a catastrophic explosion.
