The first of six film sequels to a television series, the narrative takes place in London during the late 19th century. Team White Pigeon, a group of Commonwealth spies, is given a new assignment: to retrieve a used bookstore owner and deliver them to the Commonwealth. Ange, Dorothy, and Chise manage to rescue the owner, who had been detained by the Kingdom. In the Kingdom, heightened tensions follow an assassination attempt on the queen, intensifying the "spy hunt." Meanwhile, in the Commonwealth, Control suspects the spy embedded with the royal family may be a double agent. To uncover the truth, Team White Pigeon is instructed to make contact with the spy, codenamed "Bishop." The team must navigate their new mission while the identity of "Bishop" remains unknown.
