Dire Tokyo faces a threat from mutated dogs, yet the TAC and their ally Kusanagi take no action to stop them. The group soon realizes that members are being mysteriously killed. To capture both the beasts and the murderer, Kusanagi invites Momiji on what he claims is a date. In reality, this outing is a strategic plan designed to save Tokyo. Momiji remains unaware of the true purpose behind the invitation as they attempt to resolve the crisis threatening the city.
