A political party known as the Good For You Party has outlawed chocolate and other sweets, enforcing strict laws with force when necessary. Two teenage boys, Smudger and Huntley, are determined to consume chocolate once more. They seek out rumored bootleggers of the forbidden treat and eventually establish their own underground distribution network. The story is based on the British children's novel *Bootleg* by Alex Shearer.
