She asserts that Balbadd must select a new king to marry her, honoring the treaty with the Kou Empire and the slavery agreement. Rejecting this, Alibaba announces the dissolution of the monarchy in favor of democratic governance. Sinbad arrives with representatives from the Alliance of Seven Seas, proposing direct talks with the Kou Emperor regarding Balbadd’s potential membership, which causes Kogyoku to withdraw. As Alibaba explains his vision to the public, the Rukh unexpectedly gathers around Aladdin and Judar. Meanwhile, Cassim and his followers move toward the palace, adding tension to the political shift.
