Tokugawa Iemitsu created the Sankin Kotai system to ensure cohesion among the daimyos under his rule. This arrangement proved to be a significant burden for the daimyos, as they were required to organize a major pilgrimage to Edo every other year. Traveling such vast distances every few months during the 17th century presented considerable difficulties. The system served as a mechanism for control, forcing the regional lords to expend substantial resources and time on these regular journeys to the capital.
