Shūrei and Seiran return to Kiyō Province for a palace celebration, joined by supporters Yūshun Tei, Rin Sai-Tei, and Kokujun, the new head of the Sa Clan. Government officials gather in the Imperial Palace to witness the grand entrance of Shūrei and Yūshun. Shūrei is officially recognized as the governor of Sa Province for saving it from collapse. She meets Ryūki again and presents a proposal to transform Sa Province into a center of academic research, arguing that this strategy will benefit the region one hundred years later. The court is amazed by her forward-thinking plan and offers their full support. Shūrei receives applause from everyone present for her successful presentation.
