Shinkalion drivers from across Japan, excluding Hayato, confront Kitoralsus leader Kairen at Tokyo Station. Kairen utilizes a mysterious power to easily deflect attacks from nine Shinkalions. Meanwhile, Hayato encounters Dr. Iza in the Underground World before another E5. There, he discovers the Shinkalion E5 Hayabusa Mk II. This new machine appears to be the key to turning the tide against the overwhelming force of Kairen and his forces. The battle intensifies as the remaining drivers struggle to counter the enemy's superior abilities while Hayato prepares to utilize the newly revealed vehicle.
