Aoi was originally raised as a boy on Earth but is actually the heir to Mito, a former queen turned space pirate from an alien species that determines gender at puberty. Aoi developed feelings for Mutsuki, a police officer pursuing Mito, and together they helped save the universe. As a result of their journey, Aoi transformed into a young woman. Now, a powerful entity claiming to be the true Queen of the Universe threatens to destroy planets. Aoi must protect her new position but requires Mutsuki's assistance. Mutsuki must confront her emotions for Aoi to work together in defending Earth and establishing themselves as the galaxy’s first royal pair of queens.
