Cavanaugh P. Script

Cavanaugh first appears to Mingchao to be a proper lady of prestige, but later reveals to them that she is a high ranking member of the Syndicate. She uses Mingchao and gains her trust long enough to have Mingchao give her the Eto Gun "temporarily" in exchange for medicine for Baskerville. She becomes a persistent and blood-thirsty villain after she loses her eye in a train accident involving Mingchao and her friends. Source: manga
