In a near-future setting where humanity resides in underwater cities with waterways serving as streets, contact with the surface was lost after past experiments. The Deep Sea 9 Cities Association is the last governing body for the remaining human population. Ai Mayuzumi, daughter of a research lab leader, is a skilled water jet bike driver. When a terrorist group called Error attacks, Ai seeks to join the all-female counter-terrorist unit Stelnas, led by Kei. Initially rejected, Ai earns the group's consideration through a unique ability and her actions during a kidnapping incident.
