A rebuilt city, Neo-Tokyo, stands where a mysterious explosion led to global conflict. Two teenagers, Tetsuo and Kaneda, face upheaval when Tetsuo starts developing strange powers, drawing the attention of a secretive organization determined to avoid a repeat of the past disaster.
