In 2030, on Kibouzu Street in Tokyo Bay City, the Herabu Nakakai, a gang of deformed yakuza, control the area. Amid the city's excess, an office worker named Rei turns to selling her body each night to cope with her unmet desires. Her life changes when she encounters a mysterious boy named Arata, drawing her into a violent conflict with the Herabu Nakakai.
