A collaboration between Sho Fumimura and Ryoichi Ikegami presents a story involving gangsters and bureaucrats in a dark setting. The narrative includes actions targeting figures behind the Okinawa independence movement and Chinese military personnel at the Senkaku Islands. It also involves the resurgence of Okinawan gangs previously controlled by the Chinese mafia. Kai Kozu, leading a special public security unit named "BEGIN," aims to turn Okinawa into a conflict zone that could determine Japan's fate.
