In the mid-21st century, Tokyo's expansion into Tokyo Bay through landfill leads to disaster when a massive earthquake strikes, causing the ground to liquefy and devastating the new urban area. Members of Self-Defense Force Rescue Squad Four are deployed to assist, but they uncover a deadly conspiracy that nearly eliminates the entire team. Only two survive—Rei and Uozumi—who must now navigate the aftermath to uncover the truth behind their squad's destruction. Their only lead is a bar in south-Shinjuku named Chicago, where they hope to find resources and answers. As they search for survivors in the ruined Bay District D, they discover bodies with gunshot wounds and come under sudden attack from the air. Escaping the ambush, they learn their squad is officially labeled as "collateral damage," with all records of them erased.
