A powerful nation in eastern Asia collapses in the near future, prompting over two million refugees to seek shelter in Japan. The Japanese government confines them to an island called "The City," where conditions are harsh, and crime is widespread. Hida Riku joins the ACAT, a specialized unit formed to address the surge in criminal activity. The ACAT is known for handling high-risk operations but suffers a high casualty rate. Riku is assigned to work with Akagi Mika, an experienced ACAT sniper known for taking bold and risky actions.
