Despite this, underlying tensions persisted, driven by individuals who thrived on or profited from conflict. A covert agency, Izayoi, was formed by former United Federation of Nations chairman Sumeragi Kaguya to address these emerging threats before they escalated. Hakuba Sōga, operating under the alias Agent Shinigetsu, and his assistant Satori, are assigned to track down a mysterious black Nightmare Frame known as Pure Elements G.
