Island No. 5 is known for having the highest population density in the world. The police force there is ineffective, and four crime syndicates control the island's four zones. Officers who perform poorly on their academy exams are sent there, expected to avoid conflict. Inada Daigo, a 17-year-old rookie, is assigned to the island and placed in the northern zone. On his first day, he challenges the local mafia due to his strong sense of justice. His actions set him on a path to becoming the island's most notable rookie officer.
