In a version of Japan where narcotics are legal, a new drug named Icarus has granted certain addicts supernatural abilities, transforming them into individuals known as dopemen. These individuals pose a danger to the general population, prompting the formation of a special unit called "D Unit" to address the threat. The unit is composed entirely of dopemen, leading to a conflict between those with enhanced powers.
