In the year 2400, the Solar System Alliance governs the world through mobile weapons known as DOWLs. These humanoid units are powered by Cyclonics electric chips that transform inherited human abilities into interference energy, enhancing the pilot's psychic powers. DOWLs are part of the Alliance's "Sophia" unit, ensuring global control. The balance shifts when Aoi Saotome and Reine Ward Takajou, both skilled DOWL pilots, meet at a high school located in an aerial city.
