A veteran captain who has conducted research in the Special Region and a first-class petty officer known for his culinary skills are assigned a rescue mission to save an American journalist taken hostage there. They travel by Oyashio-class submarine into the waters of the Special Region, where they encounter a complex struggle between minor rulers and pirates competing for dominance in the Blue Sea.
