A powerful entity known as the Black Witch governs the Earth and is confined to the moon, where it is subject to judgment every ten years on Hexennacht. Only magical girls who have successfully won their own battles are permitted to challenge the Black Witch. Mitsuru Horinouchi, representing Eastern Japan and striving for the title of the strongest, encounters a mysterious girl named Kagami Kagami, who possesses unusual abilities. A battle ensues between them as they seek to protect the world using their powers.
