A city on the remote island of Sodo holds thousands of dangerous criminals in a state of perpetual conflict. The corporate entities that imprisoned them depend on the chaos to keep the convicts contained, but the result is an environment that amplifies the worst traits of its inhabitants. One particularly notorious criminal has managed to flee the island and infiltrate advanced research facilities on the mainland.
