In a future society, adults must undergo a rigorous evaluation by a child to be approved for parenthood, as having children is otherwise prohibited. This system is designed to prevent child abuse, creating an appearance of a perfect society. Hikari works as one of these child evaluators, assessing potential parents on a daily basis. However, he encounters a couple who stand out from the rest.
