In 1937, on the brink of World War II, a covert spy training group called the "D Agency" is formed by Lieutenant Colonel Yuuki of the Imperial Japanese Army. Rather than limiting recruitment to military academy graduates, Yuuki selects a diverse group of individuals and trains them in the skills of manipulation. The trained agents form a specialized unit for various operations. One of these agents, known as Jirou Gamou, undertakes a dangerous mission to locate classified documents referred to as "Black Notes," facing opposition both from external threats and internal conflicts within the agency.
