At Goraku Gakuen, a school boasting more than 300 clubs and student groups, all activities are overseen by the Student Council. A girl who typically stays away from clubs meets the Student Council President and is unexpectedly invited to serve as Secretary. She then takes on the role of infiltrating and keeping watch over the frequently eccentric clubs.
