Koujo Denka no Katei Kyoushi

A young sorcerer named Allen, who failed his final exam for a position at the royal court, seeks a quiet life in the countryside but cannot afford the journey. He takes a job tutoring Tina, the daughter of Duke Howard, one of the kingdom's most powerful nobles. Though Tina is academically gifted, she is unable to perform any spells. With the entrance exams for the Royal Academy approaching, and magical ability required, Allen attempts to help her overcome an unsolved magical deficiency. It remains unclear whether the duke supports this effort.
