Majo to Houki to Kurobuchi Megane

Two girls, Rhianna and Noriko, form a friendship after Rhianna moves in next door. Rhianna is part of a family with magical heritage but has difficulty performing simple spells. Noriko initially thinks Rhianna is merely pretending to be a witch. Rhianna also shows a lack of basic knowledge and common sense. Noriko is more balanced and composed, though she has a strong preference for things that are cute.
