In a world where the majority of the population possesses unique biological traits, such as those of vampires or werewolves, societal norms have shifted to accommodate these "special constitutions." Over time, individuals with these traits became the standard, making up ninety percent of the population. However, this shift has led to discrimination against them. In response, those with the most powerful traits reside in government-established academic cities. Kazuyoshi, a person without any special constitution, known as having a "Zero Constitution," enters one of these cities and encounters an individual whose constitution appears unusual and possibly suspicious.
