In a near-future society, human rights are not automatically granted but must be purchased. Those without rights, known as mujina, exist without legal protection and are powerless under the law. However, since the law does not bind them, they are free to act without restriction, provided they have the necessary abilities. With sufficient skill, individuals in this position may rise to become top-tier assassins.
