On October 15, 1990, World War III erupted and lasted only 40 minutes, devastating industrial infrastructure with the use of 1000 megatons of nuclear weapons. A nuclear winter followed, killing all grain plants and causing global chaos as governments collapsed and communication systems failed. Over time, local citizens declared new states, fragmenting America into more than 20 regions. In 2021, 31 years after the war, Filicia Epstein, a bionics expert, arrives in Sabano, where Sergeant Mutou is assigned to protect her. Searching for her missing brother Lyon, Filicia meets 1019, a cybernoid, who leads them to the phantom city of OZ, a shelter built by Lyon. As they explore, the true nature of OZ is slowly revealed.
