Hikaru Kago, a former yakuza member, becomes involved with the police through a plea deal. Takaomi Togasawa is a top-ranking officer who prefers administrative duties. The two unlikely partners work as protective officers assigned to safeguard individuals who are victims or targets of the yakuza. Their assignment is known as "the last bureau before heaven."
