In a world recovering from a fallen civilization, increasing crime has led to the creation of a bounty hunting system modeled after the Wild West. To minimize harm, bounty hunters must complete a specialized school and earn a license. Ellena Fiscuff is a new student at this institution. Separately, Kaguya, heir to a lunar empire, flees after its takeover and seeks a path back to her throne. In another story, witch hunters with blood-draining swords pursue witches for their blood. A pair of travelers arrives in a town already hiding at least one witch, just as hunters come to eliminate her. Meanwhile, Tania, a member of the PMG—a special police unit formed after her father's violent death—struggles with discipline but remains a formidable presence. She and her team attempt to thwart a group of armed robbers.
