Two young fighters, Ryu and Ken, seek to strengthen their martial arts abilities after suffering a harsh loss to Guile. Along their journey, they meet several other fighters, including Chun-Li, Fei Long, Sagat, and Dhalsim. Their path leads them into conflict with Shadowlaw, a criminal syndicate controlled by M. Bison, following their victory over the group Ashura. Shadowlaw's ranks include Vega, Zangief, Cammy, and Balrog.
