A conflict between two top-ranked individuals from Academy City occurs. Misaka Mikoto, ranked #3, and Shokuhou Misaki, ranked #5, both students at Tokiwadai Middle School, face off in a direct confrontation. This battle, driven by their high-level abilities, disregards conventional rules and ethics. Each uses their maximum power without regard for collateral consequences. The outcome remains uncertain as they push their abilities to the limit. The story includes a prologue and an epilogue.
