A young man named Kazuto Seionji becomes the ruler of an independent empire known as Tokyo. The empire spans from Okutama in the northwest to Edogawa Ward in the east and the Izu-Ogasawara Islands in the south, covering 2187.58 square kilometers and home to 13 million people. Renka Houjou, the previous empress, governed this territory before Kazuto takes over the position. The narrative follows his transition into leadership.
