In 1989, the Japanese government enacts the Media Improvement Act, authorizing MIA agents to censor media considered harmful to society and target those engaging in expressive activities. In response, local governments form armed defense units under the Library Freedom Act to protect libraries from MIA raids. By 2019, ongoing conflict persists between MIA agents and the library defense forces.
