Following World War III, a global government known as the Unified World Government was formed under the leadership of the Führer. Any individuals or beliefs deemed obstacles to the development of a "Perfect World" are systematically removed, including those with disabilities, religious minorities, and perceived traitors. The Black Rose serves as the Führer's personal security force. Luka Ogami, who graduated at the top of the Unified Army Officers Academy, enlists in the Black Rose with the goal of saving the world.
