After the sudden death of Oh Jae-Yeol, head of the Hwarang crime syndicate, internal conflicts arise over leadership. The power vacuum allows rival criminal groups to move in, creating widespread disorder. Hwarang regional leaders pursue personal goals as they confront these new threats. Civilians start suffering as law enforcement and officials, already compromised, ignore their plight. A former special forces member named Baek-Han Yu becomes involved when his mother is killed by criminals trying to take over her neighborhood. Learning of her death, he acts out of rage to seek vengeance.
