Kou Shiraishi is a high school student dealing with frequent bullying until he encounters Mikuru Nazume during a bank robbery. Mikuru, who is both a school idol and an agent for Minkei—a secret paramilitary unit of the National Police Agency—forms an alliance with Kou. Together, they work toward personal growth and increased strength in their respective paths.
