Lupin III: Lupin Ansatsu Shirei

An assassination order has been issued against Lupin. After Inspector Zenigata is removed from the case and assigned to dismantle the international smuggling organization Shot Shell, Lupin decides to assist him in regaining his original duties. To infiltrate Shot Shell, the group commandeers a Russian nuclear submarine and brings in Karen, a nuclear physicist who seems particularly interested in Jigen.
