In a city marked by rigid social hierarchies and discrimination, humans and robots coexist under tense conditions. Rising violence and instability become more frequent. A detective from Japan, Shunsaku Ban, and his nephew Kenichi travel to the city in search of Dr. Laughton, who is accused of illegal organ trafficking. Inside the doctor’s lab, Kenichi finds a girl with no recollection of her past and chooses to assist her, fleeing together. His uncle pursues them, uncovering the city's hidden truths and seeking Duke Red, the shadowy leader. At the same time, Kenichi works to shield the girl from those who want to capture her. Duke Red and his adopted son are also after her, driven by motives tied to her identity and the city's power dynamics.
