In a future where the surface is uninhabitable due to high radiation levels from the sun and a decommissioned nuclear plant, two police officers encounter a critically injured, winged mutant girl with chained arms during a raid on a cult's base. After the girl is taken by government scientists in hazmat gear to a lab, the officers recognize the situation as another form of captivity. They then devise a plan to permanently free her.
