A rebellion in the Akatsuki Special Ward leads to the government's downfall, leaving the public to manage on their own. Individuals with Divine Tattoos, each granting distinct abilities, form a group called the Scard to maintain order. However, divided among three rival factions, these agents must navigate conflicts beyond criminal threats as they pursue their own interpretations of justice.
