Obake Town is a place where objects and beings can transform into different forms. Anpanman and his friends are invited to the Bakeru Carnival, an event celebrating transformation abilities. Dororin, a local who lacks the talent for transformation, struggles to take joy in the festival. He meets Cream Panda and becomes friends with them, deciding to explore a forest in search of the Black Cape, a powerful item rumored to grant supreme transformation abilities. Meanwhile, Baikinman is also pursuing the cloak, seeking to use its power to dominate Obake Town. Anpanman, Cream Panda, and Dororin must work together to defend the town from this threat.
