At Hekiyou Academy, student council members are selected through a popularity vote, resulting in a group composed entirely of attractive girls with the exception of Sugizaki Ken, who earned his position through academic effort. The story revolves around the continuous conversations among the council members, incorporating parodies from various other works like "The Melancholy of Haruhi Suzumiya" and "Dragon Ball." Initially intended to be titled "Hekiyou Academy Student Council's Minutes," the name was shortened due to its length. The first volume, "Seitokai no Ichizon," became the title used for the entire series, which is also referred to as the "Seitokai Series" by some.
