By U.C. 0105, twelve years have passed since the conclusion of the second Neo Zeon War. Despite the Axis Shock, the world remains unstable, with sporadic military conflicts ongoing. The Earth Federation government is increasingly corrupt, worsening Earth's environmental conditions and enforcing a harsh policy that exiles civilians to space. In response, an anti-Federation group called Mafty, led by a figure known as Mafty Navue Erin, opposes the government through acts of terrorism, including the assassination of key officials. The group has gained some public support due to rising dissatisfaction with the Federation. Mafty Navue Erin is Hathaway Noa, son of Bright Noa, a former Earth Federation officer from the One Year War. Hathaway had previously served in the forces during Char’s Rebellion and is influenced by the beliefs of Amuro Ray and Char Aznable. He seeks to pursue a path of armed resistance. His course changes when he meets Federation officer Kenneth Sleg and a young woman named Gigi Andalucia.
