Bataashi Kingyo

A high school student named Kaoru develops feelings for Sonoko, who leads his school's swimming club. Despite lacking swimming skills, he enrolls in the club with the goal of winning her affection. The story was later adapted into a live-action film in 1990, directed by Joji Matsuoka.
